The Ukrainian armed forces said that Russian forces are focused on ensuring the withdrawal of troops from the Kharkiv region. Those troops have come under growing pressure from Ukrainian counter-attacks along a wide front to the west of their supply lines.

They are dealing with a "leader" who looks terminally ill and probably doesn't care if he commits a couple more atrocities. They are thinking its better to have the full backing of NATO than going at it alone.
