What do you guys recommend? I want to be acble to create vcd/dvd/emails/edit all my pics. Im looking for something with plenty of borders and styles to choose from.

Not sure exactly what you're describing, but I'll assume you have a PC and not a Mac. If you have a Mac, Ocho is probably the guy to talk to.
I think you need more than one piece of software. For DVD/VCD creation, I'd recommend Sonic or Nero. I've used both and they're pretty similar. Nero seems a little more flexible, but Sonic seems a little more stable, so depends on your taste. Also, it depends on what you're trying to create DVD's of. If you're looking to rip DVD's and re-copy them, that's a much longer conversation with a lot more involvment.
For editing pictures Photoshop is the de facto standard. It sounds like I'm not understanding exactly what you're trying to do, so if you describe in more detail I might be able to provide more commentary. |

I have iMac and I use iMovie and iDVD for video/DVD creation, and iPhoto and Photoshop for photo editing. |

yeah, macs are probably better for this kinda stuff.....
I use a PC....
photoshop elements + adobe creative suite. kind of complicated to learn though. |

Im trying to edit digital pics and be able to add things like borders/frames/captions and also be able to create a vcd/dvd slide show. |

For a 'relatively' cheap photo editor you may want to try Paint Shop Pro. You can get a free trial here |
