Apparently, we're supposed to receive them like amber and emergency alerts. I have those types of alerts enabled but didn't see one for the earthquake.

That's what I thought. I get Amber & Emergency alerts all the time. Maybe TPTB didn't think the quake would be harmful enough to send an alert.

The alert doesn't work if its below a certain magnitude. They talked about this during the Ridgecrest quake.
Also the warning system works on the principal that our lines of communication travels faster than the shockwave of the earthquake. So the people that live further away from the epicenter would receive a longer warning than somebody that lives directly on top of the epicenter.

Didn't they lower the magnitude lately from 5.1 to 4.0?

Ah that makes sense. My alert went off towards the end of the shaking. I was pretty impressed.
